Empire State Connector Open Solicitation Website

As part of the Stage Two process of its Open Solicitation, ESC is offering generation suppliers a final opportunity to submit non-binding indicative energy supply offers. Participants to Stage One are also offered an opportunity to update their previous offers. All new and updated offers will be due before 5 p.m. on December 21, 2018. New transmission service customers interested in procuring energy from upstate New York for physical delivery into New York City via the ESC will also have until December 21, 2018 at 5 p.m. Eastern Time to submit non-binding Expression of Interest (EOI) forms to reserve space on the line.

On November 27, 2017, Empire State Connector (“ESC”) launched their Open Solicitation to allocate transmission capacity on the proposed 1,000 megawatt, 265 miles, fully-buried HVDC electric transmission line connecting Upstate New York to New York City (More information on the ESC).

London Economics International LLC (“LEI”) has been retained as the Independent Solicitation Manager to conduct the Open Solicitation according to FERC-established guidelines and ensure that the Open Solicitation is fair, transparent, and not unduly discriminatory. This website serves as the portal to provide interested parties with information on the project as well as up-to-date information on the Open Solicitation process.

Non-binding Expressions of Interest from parties interested in acquiring transmission rights on the ESC, or interested in supplying power over the line contingent on long-term contractual arrangements for the purchase of that power, will be accepted until December 22, 2017 at 5:00 pm Eastern time (Open Solicitation Process).

Interested parties are encouraged to browse this website, consult the Information Memorandum, and other public documents. In addition, for those parties who complete and submit a Non-Disclosure Agreement and register for the restricted area of this website, additional confidential information pertaining to the ESC project is available.
